Owner of MEllen Design, a freelance graphic-design business. Studied photography at the University of Westminster in London. Moved to Dawson Creek in 2019 for her husband, a local; two young sons.[1] Under her maiden name, Randell, she became Chamber of Commerce president in September 2024.[2] Her husband, Aaron Rogers, an archaeologist at WSP, ran for council in 2022 (848 votes, not elected) and kept an "Aaron Rogers for Dawson Creek City Council 2026" page until recently; he did not file. The Hospital Foundation's board biography confirms the marriage.[3][4] ## Electoral history None for Monica. ## Organizations - President, Dawson Creek and District Chamber of Commerce, September 2024 to August 31, 2026, stepping down to run: "I would not want my upcoming campaign to affect the work or integrity of the organization."[5][6] During her presidency the executive director departed (March 2025), the Chamber ran a deficit, cut staff hours and listed its building for sale. - President of the Dawson Creek Choral Society (rebranding as Chime: Peace Music Collective). Secretary-treasurer of the Dawson Creek Arts and Wellness Society. Director of the Dawson Creek and District Hospital Foundation.[3] ## Advocacy On June 15, 2026 she appeared before council with the Chamber's executive director to request a one-time $9,768.86 grant to cover the Chamber's property taxes, disclosing about $35,000 in available funds and a projected deficit. Council declined, citing fairness to other taxpayers; Kyle MacDonald was the lone vote against declining.[7] As Chamber president on Peavey Mart's closure (Energeticcity.ca, January 28, 2025): "It's the age-old problem of attraction and retention, and we also have very transient communities." Presented Saddle Hills County's nurse-practitioner clinic model to the Peace Region Economic Development Alliance in December 2025. ## 2026 platform Announcement: "I have an in-depth understanding of local governance and the roles and responsibilities of the City and Council, including economic development. I am a strong believer in proactive governance, with a focus on sustainability and future economic growth... As a young woman and a working mother, I represent the average demographics of our community."[1] **Water** (Facebook, about August 31, sharing the city's Phase 2A update): "Securing a long-term, reliable water supply... is incredibly important... In my professional role, I have working knowledge of the time, cost, and workload that goes into a project of this nature. Unfortunately, it is not a quick or cheap fix... The Chamber's finances and the denied grant are the contestable items. ## What the record shows **Facts.** Six years inside a municipal administration, two years chairing a struggling non-profit board through an executive-director departure and restructuring, three other board seats, and direct experience appearing before this council. The strongest governance résumé among the challengers, and the only challenger with a stated position on the water project. **Our reading (inference, not fact).** Motives appear to be the representation gap, economic development and a household political interest (her husband's 2022 run). **Questions worth asking.** The Chamber's distress on her watch. She works for an Alberta county. Her Chamber network overlaps heavily with the ballot (Bice, MacDonald). MEllen Design's local clients may require conflict declarations.
