Background
Franchisee, with his wife Gillian, of the two Tim Hortons restaurants in Dawson Creek since March 2013 and the Tim Hortons in Chetwynd. Married 17 years with three daughters. He has said his restaurants are "consistently 40 to 45 people short" of staff.[4] He makes no "born and raised" claim; he has been in Dawson Creek at least since 2013. He has competed in and judged Scottish heavy athletics for over twelve years and is a member of the Peace Masonic Temples Association.[2][5] No education information was found.
Electoral history
2022: first run for office, elected second of eleven council candidates with 1,250 votes (56.1 percent).[1] Announced for mayor on June 19, 2026.[6]

- Most active mover on council. Moved roughly 457 motions and seconded 435 over the term.
- Most absences on council. Missed 14 of 116 meetings, including March 30, 2026 (the Temporary Foreign Worker letter and the water Phase 1 feasibility funding item).
- Appointments. Chamber of Commerce liaison; Cenotaph Restoration Committee liaison; Solid Waste Management Plan steering committee; Step Up 'N' Ride liaison; South Peace Crime Prevention; UBCM endorsement to the Local Government RCMP Contract Management Committee (2025).[7]
- Motions he authored include: requiring the CAO to justify three new staff positions in the 2023 budget; an NCLGA resolution on the PST surcharge on fossil-fuel heating; joining FCM against downloading of RCMP retroactive pay (2023); a naming-rights sponsorship model for city facilities; fast-tracking credentials for internationally trained health workers (UBCM 2024); the Grandview Neighbourhood Concept Plan (2024); a regional crime-prevention officer resolution (2025); safety plans at public events (2025); the Every Child Matters crosswalk (2025, Mayor Dober opposed); and permanent funding of $165K a year for Step Up 'N' Ride (December 2025).
- January 28, 2026: the 2026 budget package. He moved the decisive package: 38 percent of the new Peace River Agreement money to operating for a 1.3-point cut in the tax-rate increase, an added $90K for the South Peace Arts Society, $160K for economic development from reserves, and a net operating deficit of about $50K. It carried with Apolonio and Parslow opposed and produced the final 5.45 percent increase.[8]
- April 13, 2026. Moved approval of the ten-year revitalization tax-exemption agreement for the 201 Highway 2 travel centre.[9][10]
- March 9, 2026. Moved the Situation Table resolution. To CJDC-TV: "I fully support the idea of this community having a situation table... But I am hesitant to support the creation of yet another full-time equivalent staff member position in our operating budget at this time."[11]
- Water. Seconded the October 14, 2025 State of Local Emergency for drought. Went with Mayor Dober and Councillor Sudnik to lobby Premier Eby on water in January 2026.[12]
- Recorded dissents. Against the 2025 budget (March 10, 2025, with Parslow). Against keeping RCMP strength at 25 members (December 16, 2024, with Dober and Kaempf, meaning he favoured adding officers). Against the $2.95M splash park allocation and later awards. Against flying the flag at half-mast for Overdose Awareness Day (August 11, 2025, with Dober). The lone vote against denying the Chamber of Commerce's $9,768 tax grant (June 15, 2026, while serving as Chamber liaison, with no conflict declared).[13] Against cancelling $1.85M of capital projects to fund the City Hall asbestos renovation (July 27, 2026). Against several small grants and donations on precedent grounds.
- Conflict declarations. Recused on South Peace District Crime Prevention Association items and on the Masonic Temples permissive tax exemption. No complaint or censure found.
- Regional roles. NCLGA director-at-large (May 2024), chair of its Indigenous Relations Committee, second vice-president (May 2025) and president for 2026-27 (elected May 2026).[14] The Broken Typewriter noted he "needs to win the race to finish his one-year term" as president.[15]
- Signed the Save Our Streets public-safety pledge at UBCM in September 2026.

Advocacy and public statements
- Temporary Foreign Worker program. To the Canadian Press in April 2026: "So many small businesses depend on these workers that if we aren't able to keep these workers, we're going to close."[16] He did not declare an interest on the May 11, 2026 motion he moved seeking a UBCM meeting on labour shortages, although as a TFW employer he is a direct beneficiary.
- Reconciliation. Welcomed the Doig River urban reserve (Energeticcity.ca, September 25, 2023); moved the Every Child Matters crosswalk.
- Cenotaph restoration. Council liaison for the project.[17]
2026 campaign and platform
Website slogan: "Proven Leadership. Clear Direction." Four priorities:[18]

- Public safety. "A coordinated approach that addresses immediate concerns while also supporting prevention and long-term solutions."

The platform has no numeric commitments and takes no position on the pipeline route or how to finance it. Announcement quote (CJDC-TV, June 19, 2026): "I've worked hard to listen, learn and build strong relationships... I look forward to earning your trust, hearing your ideas, and working together to build an even stronger Dawson Creek for future generations."[6]
His financial agent is John Vetter, president of the South Peace District Crime Prevention Association.[3]

What the record shows
Facts. The strongest résumé for the job on paper: regional networks (NCLGA president, a UBCM committee, FCM), demonstrated fluency with budget mechanics, and a broad Indigenous-relations record for a first-term councillor. He authored the 2026 budget package and moved the travel-centre exemption, so he owns this term's record. Weaknesses in the record: the most absences on council, a platform with no numbers, and two votes (the Chamber grant, the labour-shortage motion) where a conflict declaration was at least arguable.
Our reading (inference, not fact). A continuity candidacy. He also needs to hold office to complete his one-year NCLGA presidency. His public-safety identity overlaps with Dilworth's core issue, which blunts Dilworth's differentiation.
Questions worth asking. Which water option does he favour, and how would the city pay for it? Why the 14 absences? Should he have declared an interest on the Chamber grant and the labour-shortage motion? What would he do differently from Mayor Dober?
