(Glacier Mobile Glass), an auto, residential and industrial glass company started in Dawson Creek in 2011 (one source says about 2009). The company later opened in Grande Prairie (2016) and Prince George (2017) and bought Lake City Glass in Williams Lake in 2019. It had about 30 employees as of January 2023.[4][5][1][6] Born and raised in Dawson Creek. His stepson, Kayden Casault, manages the Dawson Creek shop.[5] He has described himself publicly as a former substance user who went to rehab about 2004.[7] No information about his education was found. ## Electoral history None. He does not appear on any Dawson Creek candidate list for 2011, 2014, 2018, 2020 or 2022. This is his first run for any office. ## Organizations and community roles - Past president (2017) of the South Peace Oilmen's Association and still an active member.[8] - Says he has been involved in minor hockey and sat on the Dawson Creek Golf and Country Club board (self-reported on his website; dates not verified).[2] - Member of the 2022-23 "Citizens Take Action" / Community Action Group on crime. He was not its leader; the group was headed by Doug Scott.[6] - Glacier Glass won Best Glass Dealership in the 2026 South Peace People's Choice Awards. ## Public record on civic issues His only documented political activity before 2026 is the 2022-23 citizen crime movement. - **December 5, 2022.** One of eight business owners (with Kirk Branvold, Steve Reynolds, Jason Mattson, Paul Stewart, Doug Scott, Jerrett Arndt and Myron Friesen) who appeared before council about escalating crime. The group asked for a dedicated extra RCMP unit like Fort St. John's and said they did not want to be seen as vigilantes.[9][10] - **January 13, 2023.** Quoted by Northern Beat: "I've hired security that costs me $5,600 a month... That's on top of my $46,000 a year in taxes to the City of Dawson Creek." Also: "I don't believe Crown is doing their job," and "I'm afraid that it's going to start getting ugly between good citizens just trying to protect their properties."[6] - **April 28, 2023.** At the "Enough is Enough" rally: "Enabling does not help. For example, 19 years ago, I went to rehab. Six years ago, I went to visit my rehab... only to find out they lost their government funding and had to make it a day program." And: "It really, really bothers me that they will put funding away from a program that works and build safe injection sites."[7] - **Context.** The RCMP warned the citizen group in November 2022 that its actions could bring criminal charges, and council denied the group's November 2022 requests (a letter to MLAs, an RCMP audit, moving fire budget to the RCMP, replacing the RCMP). Dilworth is not named in those items.[11][12] ## 2026 campaign and platform Announced on Facebook on June 29, 2026: "Born and raised in Dawson Creek... I believe our city deserves leadership built on integrity, accountability, and hard work... My commitment is simple: I'll work for you." His website lists four planks:[2] 1. **Responsible spending.** "Focus on necessities first and make every tax dollar count." 2. **A safe community.** "A community where residents, families and businesses feel safe." 3. **Supporting growth and local business.** 4. **Accountable and accessible leadership.** "A City Council that listens, communicates and is accountable to residents." As of September 21, 2026 the site and campaign posts say nothing about the water pipeline, the budget numbers, the Nawican shelter or the travel-centre tax exemption. Campaign posts are mostly event attendance and thank-yous. His financial agent, Paul Gevatkoff, is a two-term former councillor (elected 2014 and 2018) who is also a director of the South Peace Oilmen's Association.[3] ## News coverage as a candidate Named in Energeticcity.ca candidate round-ups on September 4 and 12,[13][14] The Broken Typewriter on September 7 and 15,[15] CJDC-TV on September 15, and the Edmonton Journal on September 21, 2026 ("Dilworth has campaigned on a message of working for residents, with integrity and accountability"). No interview or issue-based profile had been published as of September 21. No endorsements reported. ## What the record shows **Facts.** A successful multi-location business founder, a service-club past president, a lifelong resident, and a single-issue public record (crime, 2022-23). He has never held office and has appeared before council once. He has no published position on the water supply decision, the dominant issue of the coming term. **Our reading (inference, not fact).** An outsider-businessman candidacy motivated by frustration with policing and Crown counsel and by the cost of private security. His 2023 remarks suggest a law-and-order, anti-harm-reduction outlook that would shape his approach to the Nawican shelter, but he has not said so in 2026. Having Paul Gevatkoff as agent suggests access to experienced advice. **Questions worth asking.** How would he finance a water project priced at $194M to $272M? What is his answer to the $10M-a-year infrastructure deficit? Does he still support the 2022 citizen group's asks (a dedicated RCMP unit, an RCMP audit)? Married 17 years with three daughters. He has said his restaurants are "consistently 40 to 45 people short" of staff.[4] He makes no "born and raised" claim; he has been in Dawson Creek at least since 2013. He has competed in and judged Scottish heavy athletics for over twelve years and is a member of the Peace Masonic Temples Association.[2][5] No education information was found. ## Electoral history 2022: first run for office, elected second of eleven council candidates with 1,250 votes (56.1 percent).[1] Announced for mayor on June 19, 2026.[6] ## Council record, 2022 to 2026 From the council minutes unless noted. - **Most active mover on council.** Moved roughly 457 motions and seconded 435 over the term. - **Most absences on council.** Missed 14 of 116 meetings, including March 30, 2026 (the Temporary Foreign Worker letter and the water Phase 1 feasibility funding item). - **Appointments.** Chamber of Commerce liaison; Cenotaph Restoration Committee liaison; Solid Waste Management Plan steering committee; Step Up 'N' Ride liaison; South Peace Crime Prevention; UBCM endorsement to the Local Government RCMP Contract Management Committee (2025).[7] - **Motions he authored** include: requiring the CAO to justify three new staff positions in the 2023 budget; an NCLGA resolution on the PST surcharge on fossil-fuel heating; joining FCM against downloading of RCMP retroactive pay (2023); a naming-rights sponsorship model for city facilities; fast-tracking credentials for internationally trained health workers (UBCM 2024); the Grandview Neighbourhood Concept Plan (2024); a regional crime-prevention officer resolution (2025); safety plans at public events (2025); the Every Child Matters crosswalk (2025, Mayor Dober opposed); and permanent funding of $165K a year for Step Up 'N' Ride (December 2025). - **January 28, 2026: the 2026 budget package.** He moved the decisive package: 38 percent of the new Peace River Agreement money to operating for a 1.3-point cut in the tax-rate increase, an added $90K for the South Peace Arts Society, $160K for economic development from reserves, and a net operating deficit of about $50K. It carried with Apolonio and Parslow opposed and produced the final 5.45 percent increase.[8] - **April 13, 2026.** Moved approval of the ten-year revitalization tax-exemption agreement for the 201 Highway 2 travel centre.[9][10] - **March 9, 2026.** Moved the Situation Table resolution. To CJDC-TV: "I fully support the idea of this community having a situation table... But I am hesitant to support the creation of yet another full-time equivalent staff member position in our operating budget at this time."[11] - **Water.** Seconded the October 14, 2025 State of Local Emergency for drought. Went with Mayor Dober and Councillor Sudnik to lobby Premier Eby on water in January 2026.[12] - **Recorded dissents.** Against the 2025 budget (March 10, 2025, with Parslow). Against keeping RCMP strength at 25 members (December 16, 2024, with Dober and Kaempf, meaning he favoured adding officers). Against the $2.95M splash park allocation and later awards. Against flying the flag at half-mast for Overdose Awareness Day (August 11, 2025, with Dober). The lone vote against denying the Chamber of Commerce's $9,768 tax grant (June 15, 2026, while serving as Chamber liaison, with no conflict declared).[13] Against cancelling $1.85M of capital projects to fund the City Hall asbestos renovation (July 27, 2026). Council declared a State of Local Emergency in October 2025 and renewed it in January 2026. The Phase 1 feasibility study presented in August 2026 priced the options: stay on the Kiskatinaw ($55M in maintenance plus $85M if overland pumping is needed), the Pine River ($194M), the Peace River at Clayhurst ($255M), or the Peace River at Taylor ($272M).[2] **Where candidates stand:** only Kyle MacDonald (water security as a platform plank, without numbers) and Monica Rogers (supportive of a long-term project, "no band-aid fixes") have said anything. No candidate has taken a position on the Pine River versus Peace River options or on financing a project priced at $194M to $272M. ### Budget and taxes The 2026 budget is $92M with a 5.45 percent tax-rate increase (the first draft was 6.5 percent), about $113 more for the average homeowner, and a recognized $10M-a-year infrastructure deficit.[3][4] **Where candidates stand:** Angela Healey, Steven Reynolds and Dwaine Dilworth run on spending restraint without naming a number. Gregg Apolonio voted against the January 2026 budget package but for the final rate. Amy Kaempf moved the final 5.45 percent budget. Kyle MacDonald authored the package. Judy Kucharuk's "scarcity mindset" essay argues against a survival-only spending posture. ### Tax exemptions and downtown incentives Council adopted a revitalization tax-exemption bylaw, including a $3M, ten-year exemption for a Saulteau First Nations-backed travel centre on Highway 2 (April 2026).[5][6] MacDonald moved it, Sudnik seconded it, and Apolonio and Kaempf voted for it. ### Crime and policing A 2022-23 citizen movement ("Citizens Take Action" and the Community Action Group) pressed council for more RCMP. Council reviewed the cost of added officers in 2024 and voted in December 2024 to keep the contract at 25 members.[7][8] **Where candidates stand:** Dilworth and Reynolds come out of the 2022-23 citizen movement. MacDonald and Kaempf voted in December 2024 for adding RCMP members rather than holding at 25. Kucharuk's columns favour more police tools without punitive rhetoric. Healey and Raistlin Van Spronsen pair compassion with accountability language. ### Homelessness and the Nawican shelter The Nawican Friendship Centre shelter, now operated with the Aboriginal Housing Management Association, is seeking to relocate about 300 metres and expand from 17 to 24 beds after neighbourhood complaints.[9] **Where candidates stand:** no candidate has taken a position on the relocation. Dilworth's 2023 remarks opposed safe-injection sites; Healey is a long-time Nawican volunteer; Karen Tom's surname matches Nawican's board chair (unverified). ### Public transit Council debated cancelling BC Transit service during the 2026 budget deliberations.[10] Van Spronsen, a daily rider, delivered a petition of nearly 500 signatures against elimination in February 2026.[11] ### Animal control Council decided in a closed meeting in May 2026 to end the SPCA animal-control contract.
